Finance and Public Administration Committee

Pre-budget Scrutiny 2022-23: Public Finances and the Impact of Covid-19

Meeting date: 7 September 2021

Liz Smith

The issue of accountability and scrutiny in the tax-and-spend system is obviously a prime consideration for the committee. To its credit, the Finance and Constitution Committee tried hard during the previous session of Parliament to ensure that there is good-quality scrutiny of the decisions that are made in Parliament.

What do we have to do to improve on the scrutiny and accountability of the tax and spend system? Other committees in the Parliament have investigated several aspects of it and have come down on the side that, in some cases, gross mismanagement of procurement and so on had taken place, which does not help the public’s acceptance of the tax system that exists. Do you have any suggestions about what we could you do to improve its accountability? I see that Joanne is nodding.

Meeting date: 7 September 2021

There is the question of the renegotiation of the fiscal framework, which has to take place shortly. It has been put to us that there are elements, particularly some of the technical aspects, of the fiscal framework that might make cohesion between the two Governments difficult. I know that you will not advise on policy, but do you have any comments on any of the technical difficulties of the existing fiscal framework, which runs from 2016 until now?

Pre-budget Scrutiny 2022-23: Public Finances and the Impact of Covid-19

Meeting date: 7 September 2021

Mr Robertson, I was interested in your comment to the convener about your concern about contracts between tenants and the people who rent out properties. You said that some of the legislative changes that have taken place have not been particularly helpful. Will you expand on what you meant by that?

Pre-budget Scrutiny 2022-23: Public Finances and the Impact of Covid-19

Meeting date: 7 September 2021

It is one thing having a device but it is another thing having the skills to use it and complete job applications and all the things that are important in accessing the job market. What do we need to do to ensure that people who have devices are better educated on how to use them in order to access the world of work?

Finance and Public Administration Committee

Cabinet Secretary for Finance and the Economy

Meeting date: 31 August 2021

Liz Smith

Good morning. Turning our attention back to economic growth, which we—with, perhaps, one political party exception—think is very important, I believe that, in your most recent budget speech and in your answers to some of the questions in the last parliamentary session, you said that business wants certainty and predictability in order to plan ahead and wants to know exactly where it is going. First of all, what plans does the Scottish Government have to work with the UK Government on access to cash and banking services?

Some of the schemes such as the levelling up agenda, which you have just mentioned, are extremely important and can be Government led, but many businesses in Scotland, as in the rest of the UK, are facing a cash flow problem. This is not a political question, but what discussions are happening between the two Government on improving access to cash and banking services? After all, that will be absolutely critical to the survival of many businesses in the future.

Cabinet Secretary for Finance and the Economy

Meeting date: 31 August 2021

On the infrastructure angle, to which you have previously referred, good quality infrastructure is critical to economic growth and to ensuring that business has some certainty and can plan. First, could you comment on the reports that, because of the new deal between the SNP and the Greens, some of the infrastructure planning to which the SNP was previously committed might be in jeopardy? Secondly, there was a report at the weekend that some money that the Scottish Government had been offered for road improvement infrastructure had not been used. Is that correct?

Finance and Public Administration Committee

Cabinet Secretary for Finance and the Economy

Meeting date: 31 August 2021

Liz Smith

I understand that, cabinet secretary. I am just interested in whether, if the Greens said that one price of the deal was that one aspect of the infrastructure development might not go ahead, that could jeopardise any of those projects. That would be a big concern to many people, particularly in more rural areas of Scotland.

Finance and Public Administration Committee

Scottish Fiscal Commission (Economic and Fiscal Forecasts)

Meeting date: 31 August 2021

Liz Smith

We will take that as an accurate answer anyway.

Scottish Fiscal Commission (Economic and Fiscal Forecasts)

Meeting date: 31 August 2021

Liz Smith

With all the additional forecasting that now goes on and the improvement in the use of the data, do you, as statisticians who predict the future by using that data, think that economic forecasting is getting more accurate? [Laughter.]
