Economy and Fair Work Committee

Just Transition (Grangemouth Area)

Meeting date: 26 April 2023

Graham Simpson

I think that Màiri McAllan and Neil Gray must work together closely on the issue, and with the UK Government. Once we start to produce SAF in greater quantities, the price will come down and Scotland’s airports will benefit, because airlines will go there as they have SAF available. That represents a huge opportunity.

By the way, the cross-party group on aviation sent its report on the subject to the Scottish and UK Governments. We are still waiting to hear back from both Governments. It would be useful to get a response.

I will move on to hydrogen, which has been mentioned. Cabinet secretary, you were quoted in one of the newspapers—The Herald, I think—as saying that you thought that hydrogen could be a major export for Scotland. What did you base that on?

You are quite right not to make it up as you go along.

I want to double-check on the make-up of the Grangemouth future industry board. Both Liam Middleton and you, cabinet secretary, alluded to getting the private sector more involved. Will you ask for people to join the board or, as Liam has said, to engage with the board?

When you have those meetings around the country, do you invite local people so that you can find out about local issues?

I did not mean you.

This will be my final question. Do we have a timescale for when we expect to see the other sectoral plans?

You say that you have not really had a look at Grangemouth—clearly, this committee has been looking at Grangemouth. Has there been no discussion about what you would like to see in the Grangemouth plan or has there been some discussion? Can you give us a flavour of the things that you might want to see?

That makes sense and is an excellent approach. Committees of this Parliament often get the same people, so I know where you are coming from.

Fair enough. There might be some questions about communities later.

You said that some members of the commission want to take a more place-based approach. We have been talking about Grangemouth, but are there any other areas that you think deserve that approach?

James Close has mentioned the Skidmore report a couple of times. It is detailed and around 300 pages long, I think, with lots of good recommendations. It mentions that we should be taking a place-based approach, which of course is what we are looking at here. Interestingly, it says that Governments often get in the way of progress. Given that Chris Skidmore and his committee have done all this work, do you know what is happening with that report? Is it going anywhere? Will it lead to anything?

Okay. Derek, you listed a number of projects that you are involved with. Can you tell us a bit more? I am interested in the zero emissions vehicles centre of excellence. Is that the right phrase?

You mentioned Celtic Renewables, which is a company that makes biofuels. What is your involvement there? Are you trying to link it with people who might use biofuels?
