Public Audit Committee

Tackling Digital Exclusion

Meeting date: 5 September 2024

Graham Simpson

Neither of us is a lawyer, but, if human rights are being breached, is there not then a risk that the Scottish Government, and indeed other public authorities, could face legal action?

Before you come in, Bernie, I should say that what I am after is whether you know what percentage of GP practices are offering the service. You might not, because it is quite difficult to find out that information. As you will know, surgeries are all individual businesses, so it is difficult to find out what their working practices are. I just wondered whether you had that percentage.

Portfolio Question Time

Meeting date: 5 September 2024

Graham Simpson

The reintroduction of peak fares on the railways will mean huge fare increases across the country. If I want to get a return from East Kilbride to Glasgow, it will cost me 55 per cent more, and a return journey from East Kilbride to Edinburgh will cost me 84 per cent more. How does that fit in with the Scottish Government’s ambition to cut car journeys by a fifth by next year?

Net Zero, Energy and Transport Committee

Passenger Railway Services (Public Ownership) Bill

Meeting date: 3 September 2024

Graham Simpson

But the legislation that the committee is considering today—I go back to Douglas Lumsden’s line of questioning—tells the Scottish Government and the Welsh Government what they have to do. If a future Scottish Government were to say, “We actually think that we need a different model,” there is a piece of legislation that says, “No—you have to do this as your first option.” As someone who has spoken passionately about devolution, surely you must think that that tramples all over devolution, does it not?

From your answer, can I take it that you quite like the choice that the situation offers customers?

You spoke earlier about your wish to see rail being fully devolved. What exactly do you mean by that?

Yes. Thanks, convener.

Mark Ruskell asked about the open-access operators such as Lumo. I was not clear from your answer, cabinet secretary, whether you think that such an arrangement should continue.
