Scottish Housing Regulator: “Annual Report and Accounts 2022-23”

Meeting date: 5 December 2023

Willie Coffey

Do you track the important figures, such as the number of long-term empties in the social rented sector that are being allocated to people who are temporarily or long-term homeless?

Again, that is really helpful. The only other thing that occurs to me to ask is this: if the median rent rise is below inflation, will that have any impact on landlords’ ability to retrofit their properties to meet net zero?

Thank you, Michael.

George Walker anticipated my last question and almost answered it. You obviously have second sight and know what I am going to ask. The question is about the time that landlords take to re-let their properties. You mentioned that it is now taking longer. Do you pin that on the residual impact of Covid?

George Walker mentioned a figure for loss of income due to lost rent. Was it £38 million or around that?

Can landlords attempt to recoup that?

Scottish Public Services Ombudsman: “Annual Report 2022-23”

Meeting date: 5 December 2023

Willie Coffey

Good morning to you all. It is nice to see you.

I want to ask Rosemary Agnew about the number of complaints that went through the investigation stage prior to her being in post. I think that there were 800 or so. After you came in, that seemed to drop to 192. I invite you to reflect on why that was and what happened there. Why are so few cases being investigated?

Thank you. Stuart Brown also wanted to come in.

The Auditor General’s report also looked at colleges’ ability to generate income from other sources. We know that Covid really hammered the ability of colleges to seek additional income from external sources. We also know that the European social fund has dried up and pretty much disappeared.

I want to get a perspective on that from Derek Smeall and Andy Witty. What are your thoughts about that? Is work being done in the sector to try to recover some of that activity at all? If so, can you give us a flavour of what that looks like, and whether you think that it will be successful in the medium to long term in assisting colleges to generate income from external sources?

That is really helpful. Thanks for that.

I think that Stuart Brown also wants to come in, but first perhaps we could go back to Andy Witty.
