Is there a conscious decision at any point to make framework legislation, or are framework legislation and framework clauses simply the result of drafters fulfilling direction that is given on the purpose of primary legislation?

You have spoken about the practicalities of implementation, Ms Smith, and many stakeholders have raised concerns about the practicalities of delivery, such as the capacity of the outdoor education residential sector in Scotland during the school term and the tracking of the participation of young people from those schools. What are your key concerns when it comes to ensuring the delivery of implementation, and how would you propose that those concerns are overcome?

Should the duties in the bill be qualified to allow for exceptions to be made where delivery of residential outdoor education might prove to be impractical, such as when a pupil moves school and misses the trip at the school that they were in, but it has already happened at the school that they are going to? Is that just unfortunate?

Fiona Duncan mentioned preventative spend. The committee has heard evidence on the impact of preventative spend in Glasgow. Are there other examples of moving from crisis spend to preventative spend? How effective is that, particularly for the workforce?
