We have had one statement from the Scottish Government about this year’s budget. Within the budget that the committee is responsible for scrutinising, a saving in the region of £50 million has been made in the employability line. That has been partly to fund the Scottish child payment, so it is a decision that the Government has made. In correspondence with us, it has explained that, given the high employment rate at the moment, it feels that it can take some savings out of that budget line.

Bryan Simpson, do you have a view on that? The Government is not denying that it will have an impact, but it says that the impact should be minimal, because there will still be money in the employability budget although £50 million is coming out of it. Do you have any concerns about the impact of that?

Are there other organisations that use that model that could be used as an example of why it is important? It is not suggested that the person has to be based in Scotland or be Scottish; what is needed is somebody who has knowledge of the Scottish circumstances.

I have a final question on the proposed memorandum of understanding to create alignment between the UK Infrastructure Bank and the Scottish National Investment Bank. At the moment, the objectives for those two banks and institutions are quite similar. For example, they are both concerned with net zero ambitions. However, can you foresee a position where they could start to diverge and have different priorities? Is preventing that one of the purposes of having a memorandum of understanding? Why is it important to have that?

Item 5 is consideration of a legislative consent memorandum?on the United Kingdom Procurement Bill. This is a UK Government bill that was introduced in the House of Lords on 11 May 2022, which changes the law on devolved matters. I welcome again Ivan McKee, Minister for Business, Trade, Tourism and Enterprise, who is joined by Julie Bain, a lawyer with the Scottish Government, and Alasdair Hamilton, procurement policy portfolio manager with the Scottish Government.

I invite the minister to make a brief statement before questions from members.
