Grangemouth (Project Willow)

Meeting date: 20 May 2025

Sarah Boyack

So those schemes are enabling confidence for investment to actually deliver?

Will that require investment in the existing gas network, given the nature of hydrogen?

They are about sustainable fuels, fuel switching, converting e-methanol and methanol to jet fuel and e-ammonia.

So, that is a “not yet”. I see everyone else smiling, but they are not volunteering to come in.

I want to ask about the jobs that are currently at Grangemouth, several hundred of which we have lost in the past few weeks. How transferable are those jobs and skills? We have been talking about producing green hydrogen at Grangemouth, but there is also the issue of using that hydrogen there. How transferable are those jobs?

Lewis, do you want to come in?

Do you want to come in, Professor Maroto-Valer?

One comment in the earlier session was that the funding is transformative. How does that relate to the funding that is available through project willow? Does it have the incentives that will help to deliver the transition? We were looking at projects 6 to 9.

That is very useful.

That was really useful. I am thinking about the timing of all this and the briefing that we had on project willow. This is not just about having a plan to do something; it is about actually delivering it when the jobs come online. Indeed, you can see that both at Grangemouth and in the oil and gas sector more generally—the issue is how you use the skills that people have now if they are moving into other fields.

If nobody else has any answers to my questions, I will hand back to you, convener.

Meeting of the Parliament

Climate Change Plan Monitoring Report 2025

Meeting date: 20 May 2025

Sarah Boyack

I thank the cabinet secretary for providing advance notice of her statement.

I agree that the climate emergency is now having a negative impact on communities, so when are we going to see action across Scotland to reduce our damaging climate emissions? None of this is new, and the Scottish Government has been rolling back on commitments and continually missing targets. How, therefore, can our constituents have any confidence that the progress that they need will be delivered?

Will the cabinet secretary acknowledge that the climate change plan needs to focus on using the Parliament’s powers to the max, and publish a working draft now? Can she tell us what the Government is doing to get the 17 indicators that are off track back on track and to make people’s existing homes warmer and energy efficient?

Given that the Government has dumped its car reduction target, what is it doing to ensure that people have access to the buses that they urgently need across our urban and rural communities?
