Good morning. I, too, went to the round table on non-fatal strangulation. One question that I asked was: do we currently have legislation to prosecute it? The impression that I got from the answer was that we do, but it is not highlighted often enough. Do you think that the Scottish criminal justice system is able to adequately investigate and prosecute such behaviour under current laws? If not, what would be the benefits of creating a stand-alone offence?

I am still trying to get to whether we would need a stand-alone offence. As Liam Kerr said, Scots law is already further ahead on this issue, and we have ways in which we can prosecute non-fatal strangulation. There are also concerns that the current laws could be diluted if we brought in a stand-alone offence. Would more education for the public and the police help, or do you still think that there definitely needs to be a stand-alone offence?

In their written evidence about the potential detrimental effects of introducing a stand-alone offence of NFS, Police Scotland and the COPFS raised concerns that it would be treated as an isolated incident rather than as part of a course of conduct under the Domestic Abuse (Scotland) Act 2018. What are your views on that? As I said before, they thought that it might dilute what is already in law.

The number of reported assaults and verbal abuse against teachers and support staff in South Ayrshire has nearly tripled since before the pandemic. That violence is disrupting learning, demoralising staff and driving experienced teachers out of the profession. At January’s cross-party summit, young people made it clear that, too often, there are no real consequences for those who are responsible. What immediate action is the Scottish Government taking to protect school staff and ensure that there are real consequences for violent behaviour in our classrooms?

Secure Care and the Wider Care System

It is in the interest of the whole of society for there to be an effective and compassionate system for young people who require secure care. I know, from my area, that the current system of merely tagging known troublemakers is completely ineffective. There have been a number of disturbing violent examples, particularly around retail, where a tagged young person has been free to wreak havoc and misery and clearly has not feared the consequences. What firm plans does the Scottish Government have to tackle that problem and when will they take effect?

Secure Accommodation

I share the same concerns about capacity. I am also interested in the processes when capacity is reached. When somebody needs to go into secure accommodation, and there is none because capacity has already been reached, what is the process? Where are the kids going and what are we doing about it?

The letter highlights the new post of a “dedicated professional lead”. I would like to know more about what that is and what improvement it will give to the service. It also highlights a

“contingency plan with up to £2 million”

in funding. What will that additional funding achieve? Will it achieve extra numbers in accommodation and how will that impact the service?

Although I welcome any steps to improve public transport in the south-west, the reality for many communities in rural Ayrshire is that options remain severely limited. I recently joined the Cumnock and Mauchline railway stations action group to back its campaign to reopen both stations, which closed in 1965, and I saw at first hand the strength of community support.

I appreciate that the cabinet secretary wrote to me this morning to point out that a Scottish Government study in 2022 did not back those plans and that there is no money in this year’s budget for them. With that in mind, does the cabinet secretary believe that the campaign has any chance of succeeding next year or beyond?
