I can tell how keen you are to get that voice of lived experience—that is great to hear, because I know that that is what people are trying to do. It is just about seeing how we can get there.
Somebody on the previous panel talked about lunch clubs and gardening groups, and about thinking of the third sector and lived experience in that really wide way. To build on Paul Sweeney’s point, is the range of different lived experience on IJBs across Scotland mapped out at all? Your officials might have done that work. It would be good for us to get that information—not necessarily today, but at some point.
My other point is about accountability, which links to the mapping issue. We want this to happen, but we also want to know that there is accountability, that people have representation and that they can go back and forward. Some of the work that has been talked about is great, but how do we make sure that it is happening across Scotland?

To what extent do changing inflation forecasts pose a risk to the social security budget? How do you feel the Scottish Government handles its inflation forecasting in relation to its overall budget?

I appreciate that answer, as it has helped me to understand the issue a wee bit better. You are saying that, on the whole, inflation is a lowish risk, but there is a risk if Scotland decides to have a different policy that is demand led in responding to needs. The Scottish Government needs to make sure that it thinks about how it can manage that.

Do you recognise COSLA’s figures on delivering the real living wage in adult social care? COSLA says that £160 million has been allocated, but it estimates that it will cost £175 million to deliver that. Do you have a plan to work with COSLA on how to ensure that that really important workforce gets that uplift?

My final question is about the way in which the budgets work. Has the Government considered that, rather than transfer the money to local government, the money might be allocated directly to it? Have you had a discussion about the way in which that will work in future?

The cabinet secretary will recognise that it is the committee’s job to scrutinise the Scottish Government. He mentioned the investment in social care, but it is difficult to track that spending and what is being transferred from health into social care. Can he do anything to help us with that? Can he give any commitments on transparency about where the money is likely to end up?
