Thank you for your time, cabinet secretary. We have run slightly over time. Is there anything that we have not covered that you would like to put before the committee?

The trade unions’ response to the programme for government was hardly celebration. Unison was quite bellicose in its response to the proposals for local government and the health boards. You have had issues with getting civil servants back into the office, because your policy of civil servants being in for two days is not being policed, as the unions agreed to the policy but will not agree to it being monitored. To what extent are the public sector trade unions in Scotland a potential roadblock to you achieving your reform programme?

That said, the previous session’s finance committee said that the Government had not provided sufficient evidence that spending on social security was sustainable. It requested two things: a review of fiscal sustainability and a review of economic activity. What undertakings can the Government give to this committee and to the Parliament that it will complete those reviews before it continues on the spending trajectory?

Before I bring in other members, I have one question to put. In light of the fact that the levy is now up and running, are there any significant signs of non-payment that this SSI would help to remedy?

For agenda item 2, we welcome to the committee for the first time Jenny Gilruth, the Deputy First Minister and Cabinet Secretary for Finance and Local Government, and Hannah Mary Goodlad, the Minister for Public Finance. I congratulate both of you on your appointments to Government, particularly the Deputy First Minister. We look forward to having a close working relationship with you and your officials, because those are two very important portfolios. The committee also looks forward to discussing the programme for government and the upcoming budget with you.

Supporting the ministers from the Scottish Government are Andy Kinnaird, head of transforming planning; Catriona MacKean, deputy director for local government; and Ian Storrie, head of local government finance. I thank you collectively for joining us.

Cabinet secretary, this is the first time that you have been before us as Deputy First Minister and Cabinet Secretary for Finance and Local Government. I also welcome Hannah Mary Goodlad in her capacity. We have had the programme for government, and the budget is coming up, so I invite both of you to make opening remarks. Because this is the first time that you are before the committee, please elaborate as much as you wish in order to aid our scrutiny function.
