Offshore trade unions, the National Union of Rail, Maritime and Transport Workers and Unite the union are working with the Offshore Petroleum Industry Training Organisation, environmental organisations and others on the introduction of a much-needed offshore training passport to provide a clear pathway for oil and gas workers to transition into renewables. The Minister for Energy and the Environment was unable to confirm whether the offshore training passport will align offshore safety standards, so will the cabinet secretary take action to ensure that all developers of wind farms that are leased through the ScotWind process recognise the digital offshore training passport when it comes online in the autumn?

The Scottish Government’s commitment to establishing the peace institute was that it would have a focus on human rights, yet Scotland’s police force, Police Scotland, signed a training agreement with Colombia in 2020. Colombian police subsequently killed more than 40 people during protests in 2021 and detained hundreds of young people on spurious charges—many of them remain in prison.

Can the cabinet secretary confirm what discussions he has had with Scottish Government ministers to ensure that the peace institute’s focus on human rights is not undermined by Police Scotland’s international development unit working with police forces that have a record of human rights abuses?

Trusts and Succession (Scotland) Bill: Stage 1

Sections 65 and 66 relate to expenses. The Law Society, as well as other legal stakeholders who appeared before the committee, raised concerns about the current policy underpinning section 65, which sets out principles for determining how legal bills are paid for in trust cases. Specifically, it provides that trustees will be personally liable for those expenses in certain situations, including when the trust fund does not have enough resources to cover them.

The Law Society has said that section 65 will deter people from becoming trustees and might lead trustees to unfavourably settle or abandon legal proceedings for fear of personal liability, which would mean their having to pay out from their own funds. We also heard from various legal stakeholders that obtaining trustee insurance for personal liability is not straightforward.
