Over the past 48 hours, storm Debi brought another weather warning and more anxiety for residents and businesses. Shockingly, the ministerial task force that the minister mentioned is meeting only on Thursday—after four weeks. Time marches on.

That ministerial task force should have met weeks ago to look at recovery and assess on-going flood risk. What urgent action is the Scottish Government taking with partners such as the Scottish Environment Protection Agency to reassess the flood risk and reassure residents that they are safe as more storms loom large on the horizon?

The Scottish National Party Government seems to find money at the drop of a hat for pet projects but not for the people of Brechin. In the town, 60 council houses and 20 housing association homes need major repairs. Some 45 static caravans and park homes have been damaged, while countless owner-occupiers in Brechin, Finavon and Tannadice are facing massive repair bills. Businesses such as Brechin Castle Centre are losing as much as £100,000. Meanwhile, Angus Council is scraping the barrel from its own reserves. Three weeks on from storm Babet, people simply want to know what financial support they will get from the Scottish Government, and when.

The £50 million is welcome. However, a freedom of information request revealed that more than 850,000 hours of overtime was worked by SAS staff between April 2022 and July 2023 at a cost of £24.4 million. Recruiting and onboarding ambulance service staff takes time. Can the cabinet secretary promise our overworked ambulance staff that they will receive better support this winter than they did last winter?

Figures for alcohol-specific deaths registered in 2022 show that the number of female deaths tragically rose by 31 to 440 while, as you mentioned earlier, the number of male deaths remained unchanged. Why is that?

That does not actually answer my question. My background is as a human resources professional. Normally, you would do a risk assessment and then, on the back of that, you would make sure that you have a training programme in place—ideally before the staff start. What you are saying is that the staffing is being done, but the complete risk assessment and the training programme have not yet been done.

So, we need more data.

A Public Health Scotland report from June 2022 found no clear evidence that MUP led to reduced alcohol consumption or reduced levels of alcohol dependence among people who were drinking at harmful levels. Will you explain how that finding corresponds to the June 2023 report?
