You will understand that, as part of the process that we are undertaking here—scrutiny of the budget throughout the year—it would be very useful for us to have the figures that you indicated are not available to us today so that we can make representations to the Government, partially on your behalf with regard to sustainability. Therefore, I would appreciate it if you could provide that information to the committee, perhaps in writing, after the event. I understand that you might have to go through the democratic process in Fife Council, but it would be useful for us to have an indication of those figures.
I will move on to ask a fairly short question about deferrals. Will the various councils that are represented today give us an early indication of the impact of the expansion of eligibility for funded early learning and childcare for children whose entry to primary school has been deferred? What is the impact of that on the budgets and resources that are available? Stewart, are you able to tell us about the early indications?

I will ask Carrie Lindsay the same question. The Scottish Private Nursery Association recently wrote to the Scottish Government, saying:
“we do not believe it is the intention of the Scottish Government that its policy of funding 1,140 hours of ELC should fail; yet that is the outcome which the Government is facing”.

I echo the tributes that have been paid by other members to the petitioner and the work that she and her colleagues have done over the years. In general terms, I support the approach, and I make it clear that I am very supportive of the idea of statutory guidance and of making sure that the reporting is there. It would be proportionate to do that, given the seriousness of the concerns.
I am concerned about the timeframe of writing to the minister. In relation to a legacy paper and perhaps looking at the issue again in the next parliamentary session, which is perhaps four years away, that feels to me to be at the far end of when an evaluation should take place. I would be comfortable if we asked the minister specifically what on-going monitoring of the impact is taking place, year by year. That would give me confidence that the proposed approach is the right one.

Those are young people who have had less learning in school in the past couple of years. The SQA is telling us that colleges should make up that gap. Is that what is being experienced by colleges across Scotland?

That adds to what was said in some previous answers about opportunity costs. Other pressures are coming to bear.
We have heard about 25 per cent cuts to staffing in some colleges. I take it that we are not going to get firm figures, but the committee would appreciate some form of feedback based on the written reports that Karen Watt has received from the colleges. In three years’ time, given those challenges and the funding cuts that are coming, will the sector look anything like it does now?

I know that a lot of that work is going on—for example, in Aberdeen, where the relationship between Robert Gordon University and the local college has been cited, but I know from speaking to both those organisations that merger is very far off their agenda and they see a huge cost in that. Given that theirs is one of the more advanced relationships, where does the merger issue come up? You are shaking your head.
