Given the relatively high up-front costs of some retrofitting measures, which have long payback periods, do you believe that the financial support that is currently in place is adequate? If not, what further support is required? We have touched on that already, but the missing piece is what we need to signal for things to move—to get the ducks in a row, as you said. What should we be doing?
