Draft Climate Change Plan

Meeting date: 13 January 2026

Gillian Mackay

Professor Belch has already touched on my second question. Phrases such as “just transition” and “net zero” and many of the plans do not mean an awful lot to the public, yet a lot of the things that we need people to do in relation to climate change involve individuals taking action, be it on their diets or on a wider basis. How do we make the communication better and more accessible and make the choices easier for people so that everybody can feel the improvements to their health and their local environment?

Draft Climate Change Plan

Meeting date: 13 January 2026

Gillian Mackay

Is there anything on the food side that could be improved?

Draft Climate Change Plan

Meeting date: 13 January 2026

Gillian Mackay

Absolutely. If we are looking to empower people to make those choices, we should think about the number of things that are out there about food alone, such as the “Eatwell Guide” and everything else—the landscape is quite complex. I think that it is also important to be able to distil the information down to empower people.

Subordinate Legislation

Meeting date: 6 January 2026

Gillian Mackay

Happy new year, minister. What is the Scottish Government’s estimate of the level of uptake of hydrolysis, and what on-going monitoring will SEPA do of the proteins, sugars and other things that are released into the watercourse?

Subordinate Legislation

Meeting date: 6 January 2026

On the issue of on-going monitoring, if the uptake is very high, there will be quite a lot of proteins, sugars and salt going into the watercourse. How will SEPA monitor that, including the particular watercourses that the liquid is going into, and how involved will ministers be in checking that?

Right to Addiction Recovery (Scotland) Bill: Stage 1

Meeting date: 20 May 2025

Gillian Mackay

On the point about meeting people where they are, the bill would require diagnoses and treatment plans to be made in person with a clinician. Given the work that the committee has done on remote and rural healthcare, is the cabinet secretary concerned about people having to travel for those in-person appointments rather than accessing services in the way that they are currently delivered?

Right to Addiction Recovery (Scotland) Bill: Stage 1

Meeting date: 20 May 2025

Gillian Mackay

The bill would place significant decision-making responsibility on a single health professional, but current practice emphasises that a multidisciplinary approach, involving social work, care staff, ADPs and a load of other professionals, should be taken. Given the importance of multi-agency and multidisciplinary input in recovery care, how does the Scottish Government assess the risk that the bill’s current framing could undermine existing collaborative practice and care planning?

Employment Rights Bill (UK Parliament Legislation)

Meeting date: 20 May 2025

Gillian Mackay

Good morning, panel. I will try to stick some of my questions together, given that we are running short of time.

Should any national negotiating body include staff who work in children’s social care services? Also, given the number of professionals in that area, how easy is it to define and understand that workforce? If you feel that they should be involved in that body, how do we approach their potential inclusion to ensure that they have a meaningful voice?
