Local Government, Housing and Planning Committee

National Planning Framework 4

Meeting date: 25 January 2022

Elena Whitham

That is great; thank you very much for that.

My next question is for Christina Gaiger, because she has already raised the issue. I want to explore the tension relating to use of existing buildings and places—in particular, the need to protect the historic built environment while also allowing the adaptations that are necessary in order to reduce carbon emissions. Does the draft NPF4 pay sufficient attention to the tension between the two competing issues?

Strategic Transport Projects Review 2

Meeting date: 20 January 2022

Elena Whitham

Will the cabinet secretary provide an update on how the recommendations support the shifting of freight from road to rail and how that will benefit the south-west?

Meeting of the Parliament (Hybrid)

Prestwick Airport

Meeting date: 20 January 2022

Elena Whitham

Does the cabinet secretary agree that the Scottish Government’s recent support of a £4.8 million research and development infrastructure grant towards the development of the new aerospace innovation centre at Spirit AeroSystems in my constituency is to be welcomed, along with the Scottish Government’s investment in the Ayrshire growth deal, both of which recognise the strategic importance of the aerospace design, innovation, manufacture and repair businesses, and the potential for the spaceport ambitions? Does the cabinet secretary agree that all of that is contingent on the continued operation of Prestwick airport?

Meeting of the Parliament (Hybrid)

General Question Time

Meeting date: 20 January 2022

Elena Whitham

To ask the Scottish Government what its position is on the designation of United Nations Educational, Scientific and Cultural Organization biosphere reserves in Scotland as areas of significance for sustainable development and climate change. (S6O-00657)

Meeting of the Parliament (Hybrid)

General Question Time

Meeting date: 20 January 2022

Elena Whitham

The Galloway and Southern Ayrshire biosphere, which covers my constituency, has had significant support from South of Scotland Enterprise, local government, a range of private businesses, environmental non-governmental organisations and community representatives. It is identified in the local development plans and regional spatial strategies for Ayrshire and southern Scotland. Does the minister agree that it is a great shame that the UNESCO biospheres appear to have been missed by the draft national performance framework 4? In recognising the importance of the key strategic values on which they lead—sustainability and contributing to the wider social, economic, environmental and tourism aspirations of the area—can the minister commit to ensuring that UNESCO biospheres are truly recognised and highlighted in the new NPF4?

Meeting of the Parliament

Education and the 2022 Examination Diet

Meeting date: 19 January 2022

Elena Whitham

Will the member take an intervention?

Meeting of the Parliament

Portfolio Question Time

Meeting date: 19 January 2022

Elena Whitham

The cabinet secretary has just answered the question that I was going to ask, but I will repeat it. Can she advise us what updates the Scottish Government has had from the UK Government regarding the consequentials that it has promised and we are expecting in order to take the work forward?

Meeting of the Parliament

Fire Alarm Standards

Meeting date: 19 January 2022

Elena Whitham

As the cabinet secretary said in her statement, the law has come about because of the tragic disaster at Grenfell, which led to the deaths of 72 people. Can the cabinet secretary outline what evidence the Scottish Government used to determine that the regulations will protect lives?

Local Government, Housing and Planning Committee (Virtual)

National Planning Framework 4

Meeting date: 18 January 2022

Elena Whitham

Thanks very much for that.

Just to pick up on a little point before I hand back to the convener, does the NPF seek to put equalities on a level playing field with all the other material considerations in training and skills development for those on planning committees and for the planners in council departments? Should that be brought up more strongly with councillors on planning committees when they are taking a decision? I am trying to understand how it will work in practice for those who are taking the decisions.

Local Government, Housing and Planning Committee (Virtual)

National Planning Framework 4

Meeting date: 18 January 2022

In its submission to the committee, Planning Democracy asserts that there seems to be no rationale behind the flexibility and that the figures sometimes amount to approximately

“77% over and above the Housing Needs and Demand Assessment”

figures. It is concerned that that will give rise to speculative house building throughout Scotland. How do you respond to that?
