I will bring the evidence session to a close with a final question, cabinet secretary. It relates to the review of psychiatric emergency plans. I do not think that we touched on it in our previous evidence session, but we are aware from the update that you provided that a review has been going on and that the work was expected to be completed at the end of last year. We hope to see a template and guidance towards the spring of this year.

I highlight a comment that HMICS made in its review into mental health. It outlined that there was “a lack of consistency” in the expectations on the police within different PEPs. It also

“found varying levels of awareness of the PEP among senior officers in local policing divisions.”

Do you have any further comments on the PEP review? Where do you see PEPs fitting into the other work going on at the more strategic level that we discussed?

Since 2023, the Scottish Government, through Screen Scotland, has supported the campaign to reopen the Belmont cinema in Aberdeen through distribution of operational expenditure, which has allowed the charity Belmont Community Cinema Ltd to hire several staff who are working tirelessly to reopen that iconic venue in the granite city. Can the cabinet secretary provide further detail on any funding in the proposed Scottish budget that could help to ensure the reopening of that cornerstone of Aberdeen’s cultural ecosystem?

At the end of last year, constituents of mine—and of colleagues across the chamber—saw at first hand the pressures on A and E services and hospital capacities, when NHS Grampian declared a critical incident. Can the cabinet secretary outline the steps that the Scottish Government is taking to ensure that, should that situation occur again in any area of Scotland, staff and members of the public alike are prepared and—which is important—informed of the best course of action to take to access the care that they need?

Scotland’s offshore energy industry has been a success story for more than 50 years, and repurposing the North Sea as a global multi-agency basin will ensure that the sector can power the country for decades to come. Recently, Aberdeen and Grampian Chamber of Commerce highlighted the benefits of locating Scottish Government agencies in the north-east in order to accelerate planning and consenting processes for offshore wind and to remove grid bottlenecks. With that in mind, can the cabinet secretary provide further detail on how the proposed Scottish Government hub will work with stakeholders to realise Scotland’s energy potential?
