I warmly welcome the low income pandemic payment. Many people are struggling as a result of the pandemic and the increase in living costs, so it will make a huge difference.

What more is the Scottish Government doing with the powers that it has to support low-income families over the winter? What more could it do if it had full powers?

I will pick up on the question that Foysol Choudhury asked. Throughout the pandemic, there has been commentary on the unevenness in the way in which some developed countries and regions have procured stocks of vaccinations, PPE, ventilators and other vital supplies. What assurance can the Scottish Government give that Scotland will play its part in ensuring equity of procurement of vital supplies for developing countries, while ensuring that our own population remains protected?

My constituency of Aberdeen South and North Kincardine is home to a range of businesses, many of which are family run, that have been part of the oil and gas sector supply chain for many decades. Many have a skilled workforce, established suppliers and a knowledge of the energy sector. What support will the Scottish Government provide to ensure that opportunities in the renewables sector will be available to such businesses in order to protect jobs and support the local north-east economy?

I welcome the launch of the consultation, which has been a core part of the discussion in the Criminal Justice Committee this session. The need to prevent indefinite imprisonment via remand has been mentioned on several occasions. Will the cabinet secretary expand on how the consultation will tackle the issues of prison population and remand?

We will move on to questions on policing and the Scottish Fire and Rescue Service. I will ask about the funding provision for the 26th United Nations climate change conference of the parties—COP26. We are still in the middle of that unique and, so far, extremely successful event, but it has had a budget implication for Police Scotland.

We recently visited Gartcosh and spoke to the chief constable. Having got the policing budget on track in recent years, he is keen for it not to be unsettled. Can you reassure me that the UK Government will meet its obligation to fully fund the policing of COP26, including any legacy costs? We are aware that there were some lessons learned from the G8 event at Gleneagles. Some UK provision was made for the budget implications of that, but it did not cover the final costs. I am interested in the plan for COP26.
