I have not discussed this specific aspect with other cabinet secretaries. I am seeking legal advice.

Convener, you are talking about what can be included in the report. I have given you factual information about the engagement that has taken place, and I am offering to bring my official in to clarify that further or to provide more information in relation to what has gone on around engagement—

What you are referring to would not be the case, Mr Ross, because, as I said, each child’s or young person’s needs will be assessed on a case-by-case basis by the local authority. I do not—

I am sorry, Mr Ross, you interrupted me and I have lost my train of thought. It is not right to generalise and say that a specific group of children will receive a lower level of support. As I said, we are enhancing and extending the right to aftercare, but, as is currently the case, each child’s needs will be assessed on a case-by-case basis, and their needs will be supported in the appropriate way by that local authority. There are conflicting stories about the level of engagement between it and me and my officials. However, I very much respect Social Work Scotland and want to work with it on strengthening the bill. I said last week in my meeting with it that if it feels that the bill could be strengthened in some areas, I am very open to listening—that is essentially what I have said to everyone who I have met. I believe that this is the appropriate point where we need to take that feedback and to consider it ahead of stage 2.

It comes back to the point, Mr Ross, that I would have broken parliamentary protocol if I had gone into the specific provisions—
