Local Government, Housing and Planning Committee

National Care Service (Scotland) Bill: Stage 1

Meeting date: 8 November 2022

Paul McLennan

We touched before on the understanding that children’s services will be transferred to the new care service. I have two questions at once. The previous panel also mentioned the reluctance of councils to invest in new and existing assets if that were to happen, which would not only affect children’s services but have a broader impact. My first question is on children’s services, my second on the impact on councils’ ability or appetite to invest. Eddie Fraser, you touched on that in the previous panel.

I will follow on from that point. To what extent does the bill adequately reflect the role of housing and homelessness services in improving the quality and consistency of social services, thereby leading to improved outcomes? You have touched on that. I do not know whether you want to say anything else, but your point led really well into the question that I wanted to ask.

Does anyone else want to come in on that? I will try to move on to IJBs.

Paula, I see you nodding. Do you want to add to that?

You have touched on my second question, which is about whether panel members agree with the Scottish Government’s reasoning for excluding homelessness services from the remit of the national care service. You have kind of answered that, as well. You think that it is really important that those services be part of the structure, whatever it looks like, going forward.

I share Willie Coffey’s concern that a bill that stakeholders do not know about is passing through the UK Parliament, and that the Scottish Government does not seem to know about the amendments. Minister, do you want to say anything else about that? The evidence that we have heard so far has said plenty about it being a bill that is passing through Westminster without consultation of the Scottish Government or other stakeholders. You have already indicated what the Scottish Government is doing about planning data and digital planning.

This issue has been touched on. I do not know whether anybody wants to add to what has been said.

Historically, surveys of candidates and councillors have had low return rates. All of you have touched on your interactions with candidates and councillors. Could more be done to ensure higher and more representative rates of return in such surveys?
