I will ask about one specific point. The UK Government says that it is about

“electronic material of a political nature on the internet and behaviour and conduct on the internet by users and internet service providers at all times”.

Although I think that the minister touched on the matter, what are his views on that? The minister also touched on the question of whether there would be legislation to create a similar regime.

My questions are on awareness and support for new candidates. You will be aware that the online questionnaire brought out a few key points. One was that potential new candidates do not understand the role of councillor and what councillors do. My question is probably for Alison Evison. How can we make people more aware of that? How can we ensure that younger people in our communities know about local politics and the role that they would have if they became members?

For brevity, I will ask my other question, which is about community councils. Are they a good source of people moving into local politics and, if so, how can we support that?

One of the key things is the equal representation in politics toolkit that has just been launched. Three or four organisations that are represented here today took part in that. What engagement has there been with political parties and local authorities in that respect?

Also, you have all mentioned ways to encourage women and underrepresented groups to enter politics. Is there anything else that you would like to add at this closing stage?

I will start with Jessie Duncan—I know that Engender was involved in developing the toolkit.

I have a supplementary question. We have heard about voters with disabilities, and the convener mentioned socioeconomic groups. I have questions for Jess Garland about ethnic minority groups, voter registration and ID. Has any research been done on ethnic minority groups? I am concerned that we have not touched on them with regard to voter ID. Are there concerns about their registration and their ID if they have registered?

Do you have any thoughts about how to communicate with the voters that you represent? As I said, the period could be as little as three weeks. That is unlikely, but it is possible. Are there particular challenges around communication?

That comment about the 40,000 people is very concerning. Does Ethan Young or Jess Garland want to comment in that regard? Are other such figures available or could you provide them to the committee at some stage? If those 40,000 blind and partially sighted people do not have an acceptable form of voter ID, a real barrier will be put up to their being involved in elections.
