None of the proposed reforms is possible without our hard-working teachers, who are the lifeblood of our education system. Unfortunately, at the moment, many of them, especially those with only a couple of years’ service, are struggling to obtain full-time permanent positions after they have finished their probation. Numerous constituents have raised this issue with me, and it is leading to many young teachers leaving the profession to seek work abroad.

In light of the recommendations of the independent review, and, indeed, the national discussion, can the cabinet secretary outline what further reforms she will bring forward to ensure that our invaluable teachers remain in our education system?

Good morning, panellists. The percentage rate would be for the different councils to decide on, and the bill places no restrictions on what the rate might be. Has the Scottish Government modelled the behavioural impact of different percentage rates? At what point might the rate start to become a deterrent?

The bill would permit the percentage rate to be different for different purposes or different areas in the local authority area but not for different types of accommodation. Will you outline some of the different purposes that councils might apply different rates to and why?

Change is not coming from Westminster, with the Tories’ crashing of the economy, and there is no promise of change from Labour, either. Labour’s amendment refers to Keir Starmer’s pledge on the so-called GB energy company, but we know that that man’s pledges quickly disappear into the wind.

To further maximise our economic prosperity, we need full employment, energy and revenue-raising powers to be devolved to this Parliament, which would mean that Scotland was no longer held back by the UK Government.
