Standards, Procedures and Public Appointments Committee

Scottish Elections (Representation and Reform) Bill: Stage 1

Meeting date: 2 May 2024

Jackie Dunbar

Do you think that a list of reasons should be published? I am sorry—I did not get the answer.

You have answered my second question, minister, which was about whether you are planning to lodge amendments at stage 2, especially for local councils. My former local council was in a situation whereby someone was put on the sex offenders register after becoming a councillor and we had no way of removing that person from office. We have a duty of care to constituents across the board.

Part 4 of the bill includes measures on how to improve scheduling of elections. The EMB has told us that a minimum of four weeks should be provided for any electoral delay, especially at local elections, where e-counting is used. Is that something that you are planning to review?

The bill also makes provision for postponement of elections. We have heard from other witnesses that full transparency is needed when those decisions are taken—someone mentioned publishing a statement of reasons, for example. Is there merit in including such provision in the bill?

Portfolio Question Time

Meeting date: 1 May 2024

Opposition members often highlight concerns about the potential impacts of Scotland’s progressive tax system. Can the minister say any more about what assessment the Scottish Government has made of the recent HMRC research, which indicates that thousands more taxpayers have moved to Scotland than have left each year in the period after Scottish income tax was introduced?

In order to reduce car use, are there any proven approaches already in place elsewhere that the Scottish Government could pursue in the short and longer term?
