I invite members to agree to take agenda item 5 on consideration of an issues paper on stage 2 of the budget process in private, which is the normal procedure. The draft report will be prepared by the clerks and will be considered at our next meeting, which is on 4 December. A provisional meeting is scheduled for 5 December to discuss the report, although I hope that it will not be required.
