Good morning, everyone. Welcome to the seventh meeting this year of the Procedures Committee. Before we start, I should explain that I am having some difficulty this morning. My glasses are somewhere at the bottom of the Water of Nevis, and I am therefore peering through an old sellotaped pair. If anyone finds me squinting at them peculiarly, I ask them please not to draw the wrong inference from that—it just means that I am having difficulty in focusing.
