During dissolution, there are no MSPs and no parliamentary business can take place.

Before we move to this afternoon’s business, I am conscious that this is the first meeting of Parliament since the horrific shooting in Orlando in the early hours of Sunday morning. I am sure that Parliament will want to know that I have written on your behalf to the President of the Florida Senate, to the Speaker of the Florida House of Representatives in Florida, and to the principal officer in the American consulate here in Edinburgh to express our condolences following this cowardly shooting. I have also expressed our solidarity with the people of Florida, and with members of the LGBTI community in Florida and beyond.

I invite all members to join me in offering a minute’s silence to pay our respects to the people of America.
