Murray McVicar is in attendance for agenda item 3, which is consideration of a proposal for external research to gain an international perspective on financial scrutiny arrangements. A bid has been prepared.
In the past, the committee has expressed an interest in accessing the external research budget to consider financial scrutiny and budget processes in other countries. Perhaps we can put the proposal to the conveners liaison group, if the committee agrees. I suggest that, through desk-based research, researchers should consider systems of financial planning, control and scrutiny and about half a dozen other territories, after which they should come back with descriptions and concrete lessons that can be applied to the Scottish process.
