Agenda item 3 is consideration of the level of scrutiny that should be applied to the Further and Higher Education (Scotland) Bill. Members will recall that we agreed to choose between three levels of scrutiny when considering a bill. When level 1 or level 2 scrutiny is applied, a briefing note is prepared for the committee to discuss, so that it can agree the appropriate level of scrutiny. Members have received a paper from the clerks. I propose, as the paper suggests, that we apply level 1 scrutiny to the bill. That means that we will not take oral evidence but will send our standard questionnaire to appropriate organisations and forward any completed questionnaires to the lead committee on the bill. Is that agreed?
