Good morning and welcome to the 20th meeting in 2014 of the Local Government and Regeneration Committee. I ask everyone present to switch off mobile phones and other electronic equipment, as they affect the broadcasting system. Some committee members may consult tablets during the meeting, because we provide meeting papers in digital format.

Item 1 is subordinate legislation. We have two negative instruments to consider; members have a paper from the clerk that sets out their purpose. The Delegated Powers and Law Reform Committee considered the instruments and drew several issues to our attention, which are set out in the cover paper from the clerk.

As members have no comments to make on the instruments, does the committee agree not to make any recommendations to the Parliament on them?
