Good morning and welcome to the third and final meeting of the committee. I remind members and members of the public to turn off any mobile phones and pagers.

The only item on our agenda is the consideration stage of the William Simpson’s Home (Transfer of Property etc) (Scotland) Bill. At consideration stage, each section, each schedule, and the long title of the bill must be considered separately, and a decision reached on whether to agree them. Sections or schedules to which no amendments are proposed and which fall to be considered consecutively may be taken together and agreed together.

The committee is also required to consider and dispose of all admissible amendments, of which there are two. We will follow a procedure similar to that for a public bill at stage 2, except that only committee members may lodge amendments and participate in the meeting

Members should have in front of them a copy of the bill, the marshalled list of amendments and the groupings.

Amendment 1, in the name of Nanette Milne, is grouped with amendment 2.

As members are aware, the bill will transfer the property, rights, interests, employees and liabilities of the William Simpson’s home to a new charitable company. As currently worded, the bill defines the transferee as

“a company, to be incorporated ... under the Companies Acts as a company limited by guarantee”.

The effect of amendments 1 and 2 is to reflect the fact that the new charitable company has been incorporated under the Companies Acts. It is called William Simpson’s, and was incorporated on 20 April 2010.

That ends the consideration stage of the bill. I thank my colleagues on the committee for the time that they have taken to consider the bill, and the clerks for their work to ensure a speedy process throughout our deliberations. I also thank the promoter and other witnesses for their contributions.

The next stage of the bill is the final stage, when the whole Parliament will vote on whether to pass the bill. Any member may lodge an amendment at the final stage.
