I welcome everyone to the 17th meeting in 2014 of the Education and Culture Committee and remind all those present that electronic communication devices, particularly mobile phones, should be switched off at all times, as they tend to interfere with the sound system.

Our first item of business is consideration of four negative instruments. If members have no comments, does the committee agree to make no recommendation to the Parliament on the instruments?
