Financial Memoranda
I welcome the press and public to the ninth meeting of the Finance Committee in 2005. I remind members to turn off pagers and mobile phones. We have received apologies from Wendy Alexander. Alasdair Morgan will join us later; he is giving evidence to the Procedures Committee.
The first item on our agenda is to consider what level of scrutiny should be applied to the financial memoranda to two bills: the Management of Offenders etc (Scotland) Bill and the Housing (Scotland) Bill. Members have received from the clerk a paper that outlines potential timescales, which are reasonably tight. There is also a paper on each bill. It is proposed that we apply level 2 scrutiny to both; is that agreed?
