I welcome everyone to the 11th meeting in 2010 of the Subordinate Legislation Committee. We have received apologies from Jackson Carlaw, Margaret Curran and Helen Eadie. Everyone should turn off their mobile phones and BlackBerrys so that we do not get any interruptions.

Before we go any further, on behalf of all of us, I welcome Irene Fleming to her first meeting as clerk to the committee. We will enjoy working with her and I have no doubt that she will keep us all right.

In addition, at our previous meeting, I completely forgot to say goodbye and thank you to Dougie Wands, and I would like to do so now on the committee’s behalf. As convener of the committee, I should say—and I am sure that Ian McKee as deputy convener will agree—that Dougie has been absolutely invaluable in keeping us right at all times. That sort of support is greatly appreciated. I put our thanks on the record, colleagues, if that is all right.

This will be a brief meeting.

Do we agree to report that an explanation was sought from and provided by the Scottish Government on the effect of paragraph 3(b) of part I of schedule 3 to the designation order, and that we are satisfied with that explanation?

Are we content with the regulations, and do we find the reasons given by the Scottish Government for the failure to comply with the 21-day rule to be satisfactory for our interests?
