The second item on the agenda is consideration of two negative Scottish statutory instruments. No motions to annul have been lodged on either instrument and, at its meeting on 21 December, the Subordinate Legislation Committee did not highlight any issues for our attention.

If members have no comments on these instruments—they are straightforward and simply extend a particular scheme—are we content to make no recommendations to the Parliament?
