I open the 35th meeting in 2002 of the Transport and the Environment Committee. I welcome to the committee the Deputy Minister for Environment and Rural Development, Allan Wilson, and Scottish Executive officials Elinor Mitchell, Michael Kellet, Alicia McKay and Brian Dornan. They are here to deal with the Water Environment and Water Services (Scotland) Bill.
