Our last item today is to consider four negative instruments. All four orders have the same overall policy intention: to transfer colleges’ property, rights, liabilities and obligations, as specified in each order. The orders help to give effect to the college regionalisation programme, which will create 13 college regions.

Members have no comments to make on the instruments. I will therefore put a single question on all four orders. Does the committee agree to make no recommendation to the Parliament on the orders?

Members indicated agreement.

That concludes today’s meeting. Our next meeting will be on 29 October, when we will consider our draft report on the budget.
