I welcome members, and the minister and his team, to the third meeting in 2003 of the Local Government and Transport Committee. The first item is a declaration of interests. I welcome Rosie Kane to the committee and invite her to make a declaration of any interests.

I have an all-day ticket and a healthy hatred of the M74. That is about it.
