We should perhaps ask the Executive to explain the vires for making this order as a statutory instrument in view of the failure to commence section 22(1) of the parent act—the Scottish Schools (Parental Involvement) Act 2006—before the order was made. It is another question for the Executive.
It is well worth asking that one.
