Decision on Taking Business in Private

Good afternoon. Welcome to the third meeting of the Scotland Bill Committee in 2011. I begin with the usual invitation to people to turn off mobile phones, BlackBerry devices and other electronic devices. We have received no apologies; David McLetchie has been detained at a meeting of the Parliamentary Bureau but will join us shortly. No MSPs other than committee members are in attendance today.
