Good morning. I ask members of the public and the committee to turn off their mobile phones and BlackBerrys. I should not need to say that now, but I say it at every meeting. I welcome everyone to the fifth meeting of the Local Government and Communities Committee in 2009. Agenda item 1 is to ask whether we will take in private item 4, which is consideration of our approach to the Scottish Local Government (Elections) Bill, and which we would normally take in private. Do members agree to that?
