Okay, comrades, let us start. First, I thank everyone for coming this morning. It is interesting to see so many people attending the committee meeting. I suspect that they have come because this morning's discussion is about local government and renewing local democracy. It is heart-warming for committee members to see so many people here. Perhaps we will have a chance to speak to them individually after the committee meeting is over.

I have a couple of housekeeping comments to make for those of us from Edinburgh. Members do not have to press the button on the microphone, which will come on automatically. Also, would everyone please switch off their mobile phones? I love saying that, because I hate mobile phones.
