I welcome everyone to the third meeting in 2003 of the Justice 1 Committee. I draw to members' attention this thing on my desk, which is supposed to remind us what we are here for—justice. It is a set of brass scales that were given to the committee by clerks from the Parliament of the Federation of Bosnia and Herzegovina.

I remind everyone to turn off their mobile phones and pagers. No apologies have been received.
