This is one of the few instances in which negative procedure and no procedure are combined. I make that point just for the practical amusement of those who enjoy the theory of subordinate legislation.
That is the position, but I doubt whether anyone in their right mind could enjoy the theory of subordinate legislation.
I was not making that claim for myself.
