Item 4 on our agenda is pre and post-council scrutiny. I invite comments on the papers before us.

I want to comment on the letter that was sent to Jim Wallace on 20 November, which remains unanswered. He may not have detected it, but I asked him about the issue during our questioning. He seemed to have no knowledge whatever of the issues at stake. He said that he would write to us. It might be worth while for the clerks to remind him that that letter is still outstanding.

We will do that. I add that the clerks put in a lot of time and effort behind the scenes to try to chase up replies from ministers. We will try to ensure that your point is incorporated in the next reply.
