Pre-budget scrutiny 2027-28: road and rail development

The Scottish Government publishes a spending budget each year. Parliamentary committees undertake work to influence the development of the budget by producing reports that highlight key issues that need to be addressed. This is known as pre-budget scrutiny.

The 2027/28 Scottish Budget is expected to be published on 3 December 2026.

This year, the Transport Committee has agreed to focus its scrutiny on road and rail development.

The Committee will consider key infrastructure projects, including progress on road dualling projects and improvements at the Rest and Be Thankful. It will also examine progress on rail development, and efforts to improve local roads and tackle potholes.
