The Land Reform (Scotland) Act 2003 gives people the right to access most land in Scotland, as long as they do so responsibly. This is known as Scottish access rights.

Guidance on enjoying these rights is set out in the Scottish Outdoor Access Code. NatureScot is responsible for publicising and promoting the Code, and for keeping it under review.

Access rights are upheld and managed on the ground by local authorities and National Park authorities (called access authorities).

Local Access Forums help to develop, manage and promote access locally.

Purpose of the inquiry

In February 2027, the Scottish Outdoor Access Code will be 22 years old. The Rural Affairs Committee is undertaking a short inquiry to understand how well Scotland's outdoor access system is working and consider whether changes are needed to ensure that it is fit for the future.

This call for views is focused on the following key issues:

• the Scottish Outdoor Access Code
• the statutory agencies (NatureScot and access authorities) that publicise and promote the Code and uphold access rights
• the planning, provision and management of core paths
• the management of land for access
