Pre-budget scrutiny 2027-28: how can the Scottish Budget best advance public service reform?

The Committee’s pre-budget scrutiny inquiry will consider how the 2027-28 Scottish Budget can support public service reform, including by:

  • removing barriers to progress,
  • promoting preventative approaches, and
  • simplifying the delivery of public services.

When does it happen?

Pre-budget scrutiny is intended to influence spending proposals still under development by the Scottish Government.

It normally takes place in the months leading up to the Scottish Budget, typically published in December, though timings have yet to be confirmed.

Call for views (open)

The Committee is running a call for views on how the 2027-28 Scottish Budget can best advance public service reform.

The call for views closes on 14 August 2026.

The Committee plans to undertake the following activities for its inquiry:

Call for evidence

September/October 2026

The Committee will hear oral evidence

Late October 2026

The Committee will consider its draft report and publish shortly after.
