The Committee agreed to bring to the attention of the Parliament The Representation of the People (Absent Voting at Local Government Elections) (Scotland) Amendment Regulations 2026 (SSI 2026/251).

The Committee agreed that no points arose on The Sports Grounds and Sporting Events (Designation) (Scotland) Amendment Order 2026 (SSI 2026/247).

4. Work programme (in private):

The Committee considered matters discussed during its Business Planning Session and agreed: its strategic aims for the session; its approach to oversight of subordinate legislation, including to invite the Minister for Parliamentary Business to appear before the Committee twice a year to discuss reports looking at the quality of subordinate legislation; to adopt the Session 6 Delegated Powers and Law Reform Committee’s guidance on framework legislation and Henry VIII powers, and its approach to communications, including to continue issuing a newsletter and to delegate to the Convener to agree communications on behalf of the Committee.
