1. Decisions on taking business in private:

The Committee agreed to take items 6, 7 and 8 in private.



3. Document subject to parliamentary approval:

The Committee agreed that no points arose on the Welfare of Equidae Code of Practice (Revocation) (Scotland) Notice 2026 (SG/2026/193)



5. Instruments not subject to parliamentary procedure:

The Committee agreed that no points arose on Act of Sederunt (Summary Cause Rules 2002 Amendment) (Domestic Abuse (Protection) (Scotland) Act 2021) 2026 (SSI 2026/253)




6. Scottish Local Government Elections (Candidacy Rights of Commonwealth Citizens) Bill – delegated powers (in private):

The Committee considered the delegated powers provisions in the Bill (as introduced) and agreed to report to the lead committee on the Bill, the Standards, Procedures and Public Appointments Committee.


7. Sporting Events Bill (UK Parliament legislation) – delegated powers (in private):

The Committee considered the response from the Scottish Government, with reference to LCM-S7-1 and LCM-S7-1a. The Committee also considered the powers to make subordinate legislation within devolved competence in the Bill, with reference to LCM-S7-1b. The Committee agreed to report to the lead committee on the Bill, the Economy, Tourism and Energy Committee.


8. Public Office (Accountability) Bill (UK Parliament legislation) – delegated powers (in private):

The Committee considered the powers to make subordinate legislation within devolved competence in the Bill, with reference to LCM-S6-66, LCM-S6-66a and LCM-S7-10. The Committee agreed to write to the Scottish Government and the UK Government.
