The Committee agreed to take items 9 and 10 in private.

The Committee took evidence on the Council Tax (Variation for Unoccupied Dwellings) (Scotland) Amendment Regulations 2026 [draft] from—

Shona Robison, Cabinet Secretary for Finance and Local Government, supported by James Messis, Local Taxation Policy Team Leader, Fiona Hepburn, Empty Homes Policy Manager, and Susan Robb, Solicitor, Scottish Government.


3. Subordinate legislation:

S6M-20608 - That the Local Government, Housing and Planning Committee recommends that the Council Tax (Variation for Unoccupied Dwellings) (Scotland) Amendment Regulations 2026 [draft] be approved. 

The motion was agreed to (by division: For 4, Against 0, Abstentions 2).

The Committee delegated to the Convener responsibility for finalising for publication a report on the instrument.
